Hello all, I'm wondering if anyone can provide me with some better information on what to do in my current situation.

My partner and I are planning on moving to Toronto from the US, as I've gotten into a university there. We don't meet the requirements for claiming common-law / conjugual partners right now so I'm unable to sponsor her under my student visa. For her, should she apply for a work permit or the highly skilled workers permit? She has a degree and background in public health. The plan is for us to get settled up there with her working full-time during my first year of my masters program and then by the time I'm completing that degree, she will be starting a master's program and I can work full-time to support the both of us during her education. The main goal is just to make sure we can both come over at the same time. Any insight would be appreciated.

Finding a job in public health especially if she is not a licensed nurse may be extremely difficult. If she is a licensed nurse then she could get a WP through USMCA/CUMSA. Don’t think you may realize how difficult she will find getting employment as I assume a somewhat recent grad and how long the LMIA and WP process takes and how many employers are not willing to go through the hassle. She will have to find an employer who could not find someone in Canada with the right to work before higher your gf. Your gf may also struggle to visit Canada if there are concerns she has no ties to the US (job, home, etc.) and assume she has limited funds so would need to work at some point in Canada and couldn’t live off of savings. Toronto is also an expensive city. Are you starting school this fall? That is not enough time to get an LMIA approved or get a WP.
