generally they all ask for a small non refundable fee, depends i guess how serious a person is to apply hence the small application fee for an acceptance before deposit. Would be strange to pick a college based on this as opposed to a college where someone might benefit from course of choice.
Colleges have to recover the cost of reviewing an application and creating an acceptance letter and is only right the applicant pays for that.
