my application was sent back on May 12 because of a missing document (birth certificate translation). We submitted our application in April with 2015 Notice of Assessment (not the reason for the application to be sent back) and an explanation as to why we could not submit it. Now that we have the translated birth certificate ready do we send back the application as it is or wait till we get the 2016 NOA. the problem is that me (the sponsor) was not in canada all of 2016 as I was studying outside Canada and therefore, I could only submit paper application late April and paper applications currently take 8 weeks to be assessed (so around July). Do we send the application as it is with a proper explanation for why we do not have 2016 NOA as of now, or do we wait? Is there someone who can help me with this?

As it states in guidelines, if you can't provide recent NoA, provide the prior one but you have to attach the letter of explanation why you can't provide one that is more recent. Not biggie really.
You can add the comment in your letter that you are willing to provide more recent documents as fast as they are assessed by CRA as per additional IRCC request. It shows that you don't want to delay your PR and the same time very compliant.

I have alike issue with my Birth Certificate, but in my case I didn't certify it cause I though that certified translation would be enough :p
