Will be there a refusal because, for example, I have chosen civil engineers NOC 2131 instead of mechanical engineers NOC 2132, although duties may sound similar across these two NOCs.

Depends on your luck I guess ... I have seen both cases. below are examples (in a different industry though)

Rejected because of NOC change .. Although similar NOC but in this case this person changed NOC after ITA

But where it is mentioned in the first link that a person changed his/her NOC after receiving ITA. Because I did the same. Changed from NOC 2131 to 2132.

It appears so .. personally I would not have imagined someone getting a rejection based on NOC code but there is a case like that .. so yes that is a possibility.

In your case, if I were in your situation (my personal opinion.. you can disregard), I would choose the NOC which is closest to my education.

So, if you are saying there is hardly any difference between civil engineer NOC vs Mechanical engineer NOC .. I would choose Civil Engineer if my education is in that field or vice versa. Although, NOC is NOT education dependent and only job duties matter .. but I think I would have used education as the tie breaker question :)

It is an interest opinion. Also I want to use my specialty as a reason. Because I work in the nuclear field and 2132 is the only one which has nuclear job titles.
At first I just thought that I work in environmental engineering which is included in Civil Engineers NOC but now I think that it is wrong because nuclear facilities it is hardy anything connected to Civil.
When I created EE I put mechanical engineering and then put civil. And after ITA put back mechanical.
Do you think it will be a problem?

As you have seen in the above examples .. my opinion do not matter. But, personally, I don't think it should not be an issue. Plus I agree to your reasoning. I think based on what you have mentioned I feel Mechanical makes more sense. I wish you the best and I hope you get a reasonable case analyst and VO.
