Refusal on spouse work permit

I am on work permits in canada, my wife is in India. I applied for my spouse work open work permit. They refuse with the reason that the officer does not satisfy on the purpose and she will not leave Canada after the time.

I applied for consent.
What can I do to bring her here with me so we can live our marriage life happily??

1. Can I apply for visitor visa ?? or I should have to wait for reply for consent and then reapplication for open work permit??

What will be the best way and why??

I was thinking to apply for online visitor visa so we can be together on our first marriage anniversary.

What kind of work permit? Are you working in NOC 0, A or B?

I applied for open workpermit for my wife. I am here on open work permit and I do have NOC B category job
