Applying Without a Guarantor – Guidance
If you
cannot find a guarantor for any reason, such as your
guarantor knowing you for less than 6 months, you
must include a written explanation to Passport Office explaining your situation. This letter should clearly state why you cannot provide a guarantor and be included with your application.
- PPTC 190 Form (11-2025) – Fill all 3 pages and leave the guarantor section empty. Sign the form.
- Notice of Decision – Signed by an authorized commissioner.
- Refugee Protection Claimant Document – Signed by an authorized commissioner.
- Driving License or Canadian Photo ID – Signed by an authorized commissioner.
- Photos – 2 recent photos; one must be signed by you and the commissioner on the back.
- PPTC 326 LIEU Form – Signed by an authorized commissioner.
- Fees Receipt – Proof of payment.
- Explanation Letter – Clearly explain why you cannot provide a guarantor. Signed by you & an authorized commissioner.
- Notice of Passport Seizure (Optional) – Include if applicable.
Note Authorized commissioner can be notary public.
My timeline:
I initially applied on
18 December 2025, but my application was returned on
09 January 2026 because I needed to provide an explanation for why I could not obtain a guarantor even i included PPTC 326 and i have to pay notary public fees fees twice, as Passport Office gave me another chance that guarantor can be family doctor that known you for 6 months, and that very easy to find.
Rejection Reason:
The "Statutory Declaration in Lieu of Guarantor" (PPTC 326) which accompanied the application form is not acceptable because the reason for its use is not valid. Note that the guarantor of an application for a travel document is required to know the applicant for six months only. If you know an eligible guarantor, complete a new application form in full and have it, and the enclosed photograph, signed by the guarantor (see the instructions for a list of eligible guarantors). If you do not know a guarantor, you must provide a signed statement indicating why you cannot find a guarantor.
I resubmitted my application with the checklist mentioned above, which was
received by Passport Office on 6 February 2026. My
Refugee Travel Document (RTD) was issued on 17 February 2026 and was
delivered via Canada Post Express on 25 February 2026.
