Has anyone recently travelled from Canada to Rwanda using RTD? How was the experience at arrival? Which airline is best to use? Any advice or tips would be greatly appreciated.
 
A Canadian Refugee Travel Document is recognized as a valid travel document, but it is not the same as a Canadian passport.
Dominican Republic NO explicitly confirming that they treat Canadian RTDs as visa-free travel documents.
They need the VISA for RTD holders can enter Dominican Republics.
Contact the Dominican Republic consulate/embassy before booking — that is the only way to know for sure if your RTD will be accepted without a visa.

Passengers must have a valid visa issued by Dominican Rep.
Passengers with a residence permit issued by Canada do not need a visa if they travel as a tourist for a maximum of 90 days.
Passengers with a travel document issued to refugees and stateless persons by Canada do not need a visa for a maximum of 30 days if they travel as tourists.

My friend and her husband visited Dominican Republic with their two kids. No pr, no another visas on their travel document. No issue at all.

The message from the Consulado General de República Dominicana en Toronto is confirming that you do NOT need a Dominican visa if you already have one of the listed Canadian or U.S. documents.
You can travel to the Dominican Republic without applying for a separate Dominican visa if you have any one of the following:

+ A valid Canadian multiple-entry visa
+ Canadian Permanent Residence

+ A Canadian Refugee Travel Document
+ A valid U.S. visa
