No - not necessarily. They may be able to determine his identity quite quickly through airline records and deport him on the first available flight back.

Because his homeland law is that no one can deport their citizens without proper process which is 15 to 20 working days

Generally the country you came from.

Keep in mind that it's extremely easy for CBSA to figure out who you are even if you have no ID. The airline will know you didn't board your next flight like you were supposed to. This information is easily accessible to CBSA. Pretty easy to match up who skipped out on their flight with someone being held by CBSA with no ID.

You can certainly apply for asylum at the airport. Just have your passport when you do it and make sure it's your real passport. Don't go destroying your identity documents or using fake identity document - this is viewed as a crime if you are attempting to enter Canada.

To qualify from outside Canada, you must be living in a country other than your home country - and you must have been officially identified as a refugee by UNHCR. UNHCR will then determine where you are resettled (could be Canada or could be a different country - you don't get to pick).

I highly doubt you understand the basics of claiming asylum as a GENUINE seeker. Take who to court? You can't even make it to the border legally!

He can prove in the court that his life is in danger and he is in minority and he can be killed anytime in his homeland so he dont want to go back

And it’s all irrelevant as they/them won’t be transiting in Canada without a TRV. As pointed out earlier, actually getting in a plane without a TRV will be impossible.

Perhaps you should imagine what they will do when they are refused boarding, rather than imagine what will happen in Canada.

Going to assume the OP is enquiring for someone else. Their profile has covered TRVs, work permits/skilled worker and Outland spousal sponsorship.....they are all over the map. My guess is an agent or someone trying to be one.

1- You can NOT board the plane and land in Canada (for any purpose) without some type of Visa.
2- If you manage to land in a Canadian airport, regardless how, you can Claim Refugee status, If you are eligible they will let you in and start the process of application. No guaratees for the result.
3- If they discover you got rid of PP or IDs on purpose or forged any documents without critical need, you will be in real trouble. Definitely deported and banned and probably jailed. Anyone helping you will be in trouble as well.
4- If you don't have a genuine refugee case with some supporting docs, forget it. Don't waist your time, because they are well trained and experienced to distinguish between real and fake (economic refugees).
5- Finally check the CIC website and you will find the ultimate answers.

Yes, it is impossible to board a plain to Canada without some kind of a visa.
Evenmore, The visas are verified online with the Canadian Immigration.
