The reality is that he won't be allowed to board the plane when the airline finds out that he doesn't have any visa. They will definitely verify if he has a visa first before they can issue boarding tickets.

Imagine agent done with that thing and the person is on airport now
 
CBSA officers can put him the next flight back to his home country

If he have scenario of "agent left him on the airport, his life is in danger in his homeland due to religion (he is in minority), agent had all his documents" he has nothing now on canadian airport just he himself
 
He destroyed his passport, he dont have passport now, how they will detained him?

Someone doesn't need to have ID to be detained. Chances of detainment are higher without ID since CBSA can't immediately verify the person's identity.

Then it means he has time to hire lawyer and fight case in Canada court for refugee if someone there like his brother try to help him ?
