Refugee new judge assignment

I have a friend who is in Canada waiting to hear about his refugee immigration claim. He was initially given a date of last October when it would be deadline when he would hear about his case. A couple of weeks before that deadline he was notified that the judge who was to be residing on his case was retiring and a new judge would be assigned and he would be notified soon, once the reassignment occurred. It's now been 8 months and he has yet to hear another word. Is this something he could contact the MP in his area about? Does anyone else have any other input of what he can do?
