You can. Whether the work permit will be approved will very likely depend on your status in that country. If you've already been accepted as a refugee in that country and have some sort of permanent residency status (or ideally, citizenship), then you certainly have a chance of getting the work permit approved. If you are still waiting for the outcomes of your refugee claim in that country and/or don't have permanent residency, then the work permit will most likely be refused. Having said that, you can certainly try.
