In 2008 I asked for refugee in the border with US and of course they applied the safe third country law and refused my application.
Now I'm inside of Canada with a tourist visa and I need to know if I can ask for refugee again.

Did you apply in the US when you were denied entry to Canada? Ýou are going to run into a problem with not seeking asylum elsewhere if your life was at risk then. What did you do after denial. It is very surprising that you got a TRV or ETA to enter Canada although it has been 12 years.

I don't know I just applied for a Visitor visa and they approved because I'm Helicopter pilot and I'm doing my convertion license from my country to a Canadian License.

I didn't ask for protection in US 12 years a go.
I just tried to pass to Canada through the border at that time and they gave a document that said ,I can't not try to entry Canada for one year and after one year I can apply for any legal way , like visitor Visa , work visa , etc

Did you return home in 2008? Is the reason for asylum the same as it was in 2008? Have you travelled or have visas to other "safe" countries since 2008?

You are already starting with an issue. You tried to apply for asylum in Canada so feared for your life but after being rejected from Canada you didn't apply in the US. The argument could also have made that you should have asked for asylum in the US first.

If you applied as a refugee previously, you may not be eligible to apply again and, as mentioned, if you’ve been in your home country all these year, it substantially weakens your basis of claim.
If you’re a licensed pilot, why not just apply to immigrate and save yourself the wait and potential of being refused?
