If you are an American citizen, then a refugee claim in Canada has no chance of being approved.
If you don't feel safe in LA and have already sought assistance from police / the courts, then I would recommend you consider moving to another part of the USA.
If you wish to immigrate to Canada, you will need to qualify and apply through an economic immigration stream like Express Entry based on your level of education, years of skilled work experience, language abilities, funds available to establish yourself in Canada and other factors.
Applying as a refugee has zero chance of succeeding.
The USA is considered a safe country. You can try but the possibility of you being denied is at 99.99%. Your country is also big. You would need to move and not just in Los Angeles. There are 49 other states you can move to. Involve the police. Get a restraining order. There are a lot of things the USA can do for you.
