This could be the reason: "He was employed in the said position from dates of 10/09/2010 and 13/07/2014."

Unlikely. Such typos do not cause applicants to be rejected. Most immigrants are applying from countries where English isn't the native language or even the primary language of business. The member has been refused because their reference letter wasn't convincing enough to match their NOC (2173). I'm suspecting that it has something to do with the way job responsibilities were structured in the reference letter.

It's weird that this person failed to share here the most important part of the letter, the duties, which is the reason of refusal as indicated in the letter of refusal. Maybe he regards that as private info.
 
Most of these types of NOC related refusals are due to a mismatch in NOC code the applicant chose and his actual duties.

Not necessarily. I payed my fees with credit card, got a refund in a form of cheque.

I don't have a credit card ; I paid through my debit card that supports international VISA service ; this service has to activated through phone banking for a specific time frame and cash window [ we tell the phone banking officer the amount in our country's currency and he converts it into Canadian dollar as per current rate and also add some extra amount as service charges] after payment, the excess amount (excluding the fee and services charges) is reverted to the account;

could you please tell in such scenario; how would I get refund?


Secondly, my reason of refusal was that MY employer was not issuing the experience letter due to which I wrote a self documented draft (mentioning each and everything as required by CIC with complete contact details of my manager and Unfortunately, VO wasn't satisfied with that)

did you provide your working exp duration dates, NOC code, duties, pay slips etc to prove your experience? and then also they rejected.

Self-written reference letter is not accepted. This is the most important supporting document for one's work experience. That was correctly refused.
