Hey guys,

I have applied for study permit on may 9th and got rejection yesterday i.e. may 28th. The reasons stated in decision letter are quoted below -

I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph R216(1)(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
section-216.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• The purpose of your visit to Canada is not consistent with a temporary stay given the
details you have provided in your application.
• Your proposed studies are not reasonable in light of one or more of: your qualifications,
previous studies, missing mark sheets, academic record, level of establishment/available financial
resources, language abilities, or your future prospects and plans.

For more information, I believe that rejection might be because of proof of funds as I have only showed letter which offered me scholarship by the University to pursue my studies, I didn't attached any other proof of funds. Secondly, I feel that I have applied for second masters, I have already done masters in India. After doing second masters in canada, I will go for PhD.

What you have to say in this? All the experiences and suggestions are greatly appreciated.
Do anyone among has got a similar rejection letter? Can you please guide me what should I do? How should I proceed next

There is no mention of proof of funds as being an issue. Order GCMS notes.

1. If you have a Masters then makes no sense to take another Masters in Canada.That is first refusal bullet. Taking a PhD is not a reason to take another Masters. You need to justify costs with career advancement and higher pay when you return.
2. What were your grades, IELT scores? Did you include all your transcripts?

What program and school? What do you have a Masters in.
 
Actually it was the supervisor who asked me to go to masters and then transition into PhD. So that way, it was masters. This time it's MSc in neuroscience at University of Victoria, BC.

Previously I did M.S. Pharm in Pharmacology from India.

Yeah I had my IELTS band as 7.5 with no less than 6.5 bands at each level.

My grades in masters were 9.78/10 CGPA. I included all the academic record carefully.

The issue is that you have a Masters. You need to show ties to return and justify taking the program with higher pay and career advancement. The PhD is not relevant because then you are not showing ties to return but stay long term. You need to outline the career opportunities that you will have after taking neuroscience in your home country. Cannot you take a PhD program?
