Re-opening old sponsorship file

In early 1980, my husband and I sponsorred his parents and sibblings from Viet Nam. There were 8 applicants, but only 7 came in 1999. One sister stayed back as she was married and preferred to stay with her husband. Currently, she was asked if we can sponsor her and her family to Canada. My questions are:
1) Do I need to submit a new application or can I use her existing and add her family member?
2) if the old application is no longer applicable, would I be able to submit an new application? There will be 6 applicants involved.
3) what are the requirements to sponsor these people?

There is no sponsorship for siblings, married children cannot be added to a parent application, and you can't reopen a 30 year-old sponsorship. They will have to try another stream, such as skilled worker.

Some of the provinces have a provincial nomination scheme where people can sponsor their siblings. Saskatchewan has one. You would have to live in Saskatchewan for one year before sponsoring.
