Re-applying after getting rejected

Hello,

I got a rejection for my study permit because I was not able to show I will leave Canada when i am done ( i did not elaborate on this point properly in my SOP).
I am reapplying now and i have a question: Do i mention in my Letter of Explanation that i have been rejected before and point out the rejection reasons and address them? or I should just apply and address the rejection points in my SOP/LOE as if it is a new application?

Did you find out the reasons for rejection through GCMS notes?
The reasons where mentioned in the correspondence rejection letter. It stated that i did not convince the officer that i will leave Canada based on my family ties and my financial status in the country of residence.

It's one of the standard statement they provide it would be better if you apply for GCMS notes and get the exact reason

Mention it in all the necessary place,and try to prove to the officer that you've met the requirements

I am aware of that. But apparently it takes 30-60 working days for the GCMS notes to be issued, i do not have this much time.
12-25 calendar days.

Yes. I should apply before the 15th of September.
You can take a chance of applying without knowing the reason. If you can add more details for home ties that you haven't included previously which shows your ties significantly more then what they already know, do that.

Ok since you insisted I would suggest you to address all the points initially and while concluding in thr last paragraph just mention that you were rejected earlier unfortunately and you have clarified that briefly.

That's AIP right?

Today i received a letter saying "You are receiving this notification as an officer has reviewed the information and documents you provided to support your study permit application. Based on this preliminary eligibility assessment, your application has advanced to the next stage of processing".

That's AIP right?
