I'd just add that I only managed to max the TCF because I hold a masters in France, am married to a French woman and have lived in France for 10 years! Suffice to say that to get high language scores, it needs a massive investment of time and energy (and of your life ). Most people aren't in a situation where they can dedicate this amount of resources, hence why I doubt the rule will hugely impact the cut off.
Time will tell obviously..

That's true. However there are also a lot of people from Morocco, Nigeria, Tunisia and bilingual countries who will benefit. I believe the first draw cutoff will be a high one. With people from 450-470 seeing an addition of 20 points thus getting in the range 470-490. Not many, but i believe around 1000 people can get these 20 points.

It's possible.. For sure, more and more people from Francophone Africa will be applying over the next few years.

I feel the issue is not of allotment of extra 20 points, it's the delay in draw which is affecting people like me who are around 470's.

I haven't followed this previously, but don't think they will deviate much of previous years. Maybe they announce the new system, or something like that.

I don't understand the division between PNP and FSW.
The people who are invited through PNP and use those points to their express entry are counted as PNP or FSW?
We might be seeing rounds of over 5000 invitations next year, and, with hope, a decrease in the cut off score.
