You can get your letters before you received an ITA, there's no problem at all. Especially if it probably won't be up to a month old.You think is better to try to get an Letter from the bank right now with no ITA, but with high chances on getting it next all program draw.
Not sure why I have it in my mind, perhaps read somewhere, that the proof of funds should be dated after ITA. I might be wrong though, and you can have one that is a few days older than the ITA.
The OINP HCP stream will happen in August.

If I were you, I would wish for the tech draw to happen next month. Based on my observations, Ontario uses the previous draw cut-off to send their invitations. So let's hope Ontario will only conduct the draw after the next general draw, so that the range of CRS to receive the NOIs will be lower, too.My wife and I are waiting for that too with a score of 467. You are lucky to be with NOCs in demand. Ontario conducted the draws during May and June when the pandemic was still on high. There is no reason why they won't carry on doing that.Agreed on that point. Being hopeful

Also please check which one of the organizations (WES, IQAS, CES, etc.) have the shortest processing times before you choose one.
Hi, please see IRCC Twitter where they confirm that the duration of the 2nd qualification does not matter, and again please also see their tweet hereOne of them has to be a bachelor's degree of 3 years or more, the other qualification should be at least 1 year duration.
