But now tell me this. I am above 1 point of the cut-off, that means I do not belong to that tie breaking rule, however, my doubt is: to go to the minimum points, in this case 458, can I assume that they sent ITAs to everybody above that mark, in my case 459? I know assumptions are relatives in this case, CIC is unpredictable, but let's say in terms of probabilities.

The tie-break won't affect you. You're clear. Congrats!

Exactly. I am bit confused too. On Oct 26, below is number of ppl above 451 which is nowhere near 2000 and if they reached 2000 within 2 weeks that is an alarming rate.

Just looking at the numbers, there cannot be more than 2000 people above 458, considering the fact that they have invited the PNP quota in the last draw. Wondering how did the magical number of 458 has been declared!

Feels like last and current draw has the numbers 2700+but if we go by this rule then we have to consider for normal draw as well and I feel that's not the case they are still testing the system of ranking and cut off by date and time
Hope next week the draws will increase as I am sure that there will be draw next week... And if there is not then still PNP is there and then we should focus on that

You guys are forgetting about IELTs results that was declared post Oct 26th.
