When I got mine in October it showed up within an hour of the announcement being posted online.

That would be nice! But I guess it depends... Like NoMs, some got the 600 points straight away and some (like me) took 24 hours to get them...

Still I'd like to think that if they publish anything today I'll have it by EOD :D

No draw, my guess is too many government staff called in sick because of winter. If this was a private organisation and it had a technical issue preventing operations for a month, I doubt it would survive.
