Hi All,

Long story short my my Work Permit expired while I was out of the country - unavoidable. I had applied for PR and a Bridging Open Work Permit before I left. I lost my "Implied Status" by being out of the country when my work permit expired. I am now back in Canada on a 6 month Visitor Visa waiting on my R10 so I can at least get my BOWP but can't live and not be working for months while waiting. From all that I have read R10 Completeness is passed when "Review of eligibility" is passed on PR application but this is only passed when "A background check is needed" is passed. Can anyone confirm or deny that eligibility can only pass when background check passes or are these two completely separate and I'm worrying for nothing? I have traveled extensively and lived in many places, does this have any effect on R10?

Current Status of PR Application:

Application/profile status - Open
Review of eligibility - Review in Progress
Review of medical results - Passed
Review of submitted documents - Provided
Scheduling an interview - Not needed at this time
A background check is needed - In Progress
Final decision - Not Started

It is just over a month since my PR and BOWP applications were submitted and current Processing times for: A work Permit (with the same employer) aka BOWP is currently at 35 days. Does this mean R10 is generally completed in this time as that is a requirement?

As a side Question can "Implied Status" be restored at all so I could work? IMM5708? The wording regarding this document is very confusing and if someone could put this in plain English it would be super appreciated. Any other tips or suggestions on what I should do or can expect would be gladly received.

R10 completeness check is different from your BG check.

R10 completeness is typically completed from 1 month to 1.5 months from the date an applicant submits the application i.e. e-APR. This check is a verification performed by the CIC agent by reviewing your initially submitted profile for EE against the evidence you have provided post ITA. For Ex - If you have been invited under FSW, the minimum points you require is 67., so th agent would check your documentation and verify whether you have reached the minimum 67 points.

If you have met this R10 is passed.

Background check is more granular verification i.e. your travel history to various countries, Criminal, Credit etc is verified and by the time these check are complete it would over 5 months from the date you have submitted your documents.

For BOWP to be approved you would need to have PR application submitted (in your case you have done this) as well as R10 check to be passsed.

Hope my response has provided you some information.

Thanks for your answer nshakelly. Much appreciated. So I should hold tight for another 2 weeks?

Just to confirm then that my Personal History and Travel History have no effect on the R10? They are part of the Background check?

R10 can be passed while Eligibility is still under Review?

I fall under the Canadian Experienced class and was way higher than needed for my EE.

Thanks
