Order of letters: eligibility to sponsor/AOR/R10 completeness?

Hi - sanity check, I have read people's timelines where they get a separate AOR letter indicating R10 completeness, and then afterwards they get a letter to say the sponsor has been found eligible. Is this correct/usual? We submitted mid-February, received confirmation of submission at the beginning of April, then the biometrics letter shortly afterwards, and now the other day I just received a letter to say I've been approved as a sponsor and we can submit to MIFI in Quebec once the processing pause is lifted. I believed that this should mean we have received AOR, but I didn't get any explicit communication saying this. Have I missed an email? Or misunderstood the sequence of events?
