When I got my first health card they gave me a paper saying I had been approved for OHIP that also had the start date of my coverage. My memory is a bit spotty, so I'm not sure if I am recalling correctly, but I don't think I was given a number at that time.
Either way, you can't use the health insurance until its start date, which would be 3 months after you become eligible. In the meantime it's a choice between private health insurance and taking the risk.

It cost me a little over $800 to get private health insurance, so after my refund I think I ended up paying a total of $200-something for private health insurance in the meantime.
