question re: flagpoling

so tomorrow I am taking my friend to flagpole. I have already done it, but don't have my PR card. is it safe for me to cross the border/flagpole with her on my COPR?

Yes, you can do it.

By land you can use your COPR to re-enter Canada

but, if one person is flagpoling and one isn't, do we both get administrative declines? or do I just say my friend is flagpoling?

Of course, you will also be declined. As technically u have left Canada and enter in USA premises.

Until unless you both have US Visas and want to cross the border. I am assuming you are not going to cross the border alone.
