It's hard to say if it will be enough. That would be a judgement call the CIC Officer would have to make. That said, you aren't the first that has done this. And there is no low-income cutoff for Spousal applications.

Hmm I think now I know where to work on. Thanks for your input tho, if you get any other idea to put it in a better way then do let me know. Otherwise I will write up a plan and provide some kind of document which may support my application.

Depends on what your timeline to enter Canada is, and your tolerance.

In my case, I have applied to sponsor my wife from Eastern Europe. I am a Canadian myself by birth. We decided that, despite what people say and the processing times, that we wanted to be together in Canada and start our life here together. The inland application was the best choice for us. She has been staying here since September 2015. She is working, and our application is well under-way.

The downside to the inland application is that you are advised not to travel (too long) until they decide. That said, we understood that would be a limitation, and if she absolutely needs to travel, and is refused at the border, that her application could be considered abandoned. We are patient and will wait for that to complete (average times from June was 22 months; but we are candidates for a new initiative they are running to reduce spousal application inventory).

The visa officer has to be satisfied that the sponsor and applicant will not be going on welfare when they get to Canada. So in cases where the sponsor is not working, it is a good idea to include a plan in the application showing how you will be living and supporting yourselves once you get your PR.
This plan can include details of where you will be living in Canada, where you hope to find a job, where your wife hopes to find a job or if she plans to go back to school or stay at home taking care of the child, what money you will be living on until you get a job, and so on. Then include proof of whatever you can. So including things like the following will help: an affidavit from your father saying that he has some land in Pakistan and will be selling it to give you money to live on; an affidavit from your wife's mother stating that you can all live with her when you first arrive; proof of any job searches or offers you have received; proof of any savings you have; etc. These things can also be used to show that your wife plans to move back to Canada once you get your PR. Other proof could be things like enrolling your child in school, daycare, activities, etc., in Canada, or searches about such things.

I have a stable job in Dubai so for me it would be tough to move without having a PR or something. If I just move now and apply for Inland Sponsorship then I will have to wait atleast 4months for OWP and till that 4 months, I should have the money to support. Anyhow! I am looking both the options.

Btw. How many days you can go out of Canada if yours Inland Sponsorship is in process?

There is no defined time. But the rule of thumb I have read is a month should be ok. The idea with the inland application is that you plan to stay in Canada. We haven't had a need to leave in over a year now. But I do know my wife is wanting to travel home to see her elderly granny. This is one of the first things she plans to do once she has her PR Card.

You should apply outland, and continue to work and save money. There is no income requirement for your spouse to sponsor you. The sponsor, including your input/contribution, would be the one to write the story how to re-establish life back in Canada, including the family finances after returning. This does not mean it's only her, and in fact, if your household intends to have you as the breadwinner while she takes care of the child, that's not a problem and she can just write it as the plan. Just detail the plan: where you will live, what money you have available, what kind of work you or your sponsor would be planning to do, etc.

The 13 months (or whatever number for that region published on CIC website) is typically the time it takes to get through most of the cases. You should check out other posters' experiences on actual time, which are usually considerably shorter. Nationality affects this, basically (at least my own interpretation anyway) because some nationalities take longer to get through background and criminality checks. Others who have resided in many countries simply have tougher time getting all the police certificates, which will slow down the application time. There is never a guarantee though.
