Depends on what your timeline to enter Canada is, and your tolerance.
In my case, I have applied to sponsor my wife from Eastern Europe. I am a Canadian myself by birth. We decided that, despite what people say and the processing times, that we wanted to be together in Canada and start our life here together. The inland application was the best choice for us. She has been staying here since September 2015. She is working, and our application is well under-way.
The downside to the inland application is that you are advised not to travel (too long) until they decide. That said, we understood that would be a limitation, and if she absolutely needs to travel, and is refused at the border, that her application could be considered abandoned. We are patient and will wait for that to complete (average times from June was 22 months; but we are candidates for a new initiative they are running to reduce spousal application inventory).
