Question about dependant visa for parents

My daughter is studying in Canada, she is a minor in Grade 12, can I get a parental visa with open work permit to look after my daughter.

There is no such thing as parental visa. Apply a TRV if you want to look after her.

And of course cannot work on a TRV which is just a visit visa. If you want to work you need to find an employer to support an LMIA application which is very difficult to do.

Your daughter should already have a guardian in Canada. If she attends college or university in Canada she is expected to be able to live without needing a parent or guardian.
