I believe quebec government is imposing this new immigration rule even to the ones who are in Quebec and forcing them to learn french language and Quebec values, otherwise they will not receive their PR it seems.

From the looks of it, CAQ will screw up processing at the Federal stage too. What can we do about it ? Cannot trust Quebec anymore.

Yes! CAQ ask Federal to slow down the process of QSW application in order to meets the 40.000 immigrant CAQ wants per years. This 40.000 inclued Refugees and family reunification, so it'S leave about 24.300 places for Skill workers. But at this time 41.000 applications are waiting at federal stage from 2017 and 2018 files. They want Federal to only approuve 24.300 in 2019 and forward the remainning for 2020 and so on... based on QC-Canada accord I guess Federal have no choise to do so.
