Let say that I transfer the fund, make the "investment" and get a CSQ. Will the 5 years start from CSQ issue date? Or visa issue date? Or they day investment made?

I think the 44 months is the average processing time for all visa offices around the world, it depends on location of your visa office. Because the processing time was showing for different visa offices before (Such as Hongkong...Longdon..). I couldn't remember exactly, but the least processing time was around 20 months, and the longest over 70 months, so the average is around 45 months. I think you should still expect your processing time as the previous version you see on CIC website.

In Quebec Entrepreneur program, one has to invest CA$100,000. In the worst case scenario, one loses that much. Would that be the basis for my negotiation? Is that too aggressive?

What is the reasonable figure in your opinion?

Hi songsort ! I believe that 190,000 CAD is reasonable . They usually ask 220,000 CAD which includes 170000 USD financial intermediary fee and 40-50,000 USD is agent's candidate success fee( or you can say agent commission) . That's way agent always advice to get it financed . But It's ok ! If you will negotiate it around 190-200000 CAD as per today's conversion rate it will be 145-147000 USD otherwise make a single payment of 800,000 CAD there is no harm you will get it back after 5-6 year . just calculate what will be value of 800,000 Canadian dollar in your currency ( USD , AED or Cambodian CHR after 5 year when you will get refund.

Thank you sanddy. You seem to have lots of valuable info.

I keep my funds in US$, QAR and AED, they are more or less pegged to the USD and can easily be converted to USD so I can safely consider them as USD. Following your advise, I looked into the historical USD/CAD exchange rates and found they varied between 1 and 1.4. If history is any indication, and if one has the funds, I believe the logical option is to invest the full amount.

Hi songsort! (Just my point of view) please see below the calculation:
800,000 CAD= 615000 USD @ 1USD 1.33( as on 10/04/2016)
800,000 CAD refund which you get after 5-6 years will be equivalent to =500,000 USD
( let say after 5 year in 2021 / 1USD=1.6.CAD) in that case you will loose 115,000 USD or 115,000 USD @1.6 CAD which will be equivalent to 184,000 CAD at that time moreover your's funds will be blocked for 5 years that's why I asked you to negotiate with your brocker it with around 190,000 CAD .If they agree than it is ok otherwise go for full payment .

Your calculations are very convincing but I share my thought anyway.

Let say I take a mortgage to pay for the investment. The 5 years mortgage rate is 2.69%. Duration is 5.5 years
Outgoing cashflow: 800,000
Net present value of the incoming cashflow: 800,000/1.0269^5.5 = 691,000
NPV of the investment is -109,000.

If I round up the mortgage rate to 3%, the NPV is -120,000; and 4% is 155,000. Probably the financial intermediary uses 4% in their calculations, which is understandable. On top of that, as you said, the agent added their fees, about 50,000. So the total is about 200,000. That makes sense.

One variable that I am not able to account for is the exchange rate. Its fluctuation can be both good and bad. In the last 10 years, it is between 0.95 to 1.45 and currently at 1.3. Depending on the rate in 2021, I could lose or gain money in term of US$. But I guess by that time, most of my funds will already be converted to CAD. ;D
