Quebec Investor Program - Question: Dependent child?

Hello all,

My father applied under the QIIP on October 2010, with myself as a dependent child. We received our CSQ on Feb, 2014. We submitted our PR application to the Federal government in Dec 2014. And since then I am waiting for an update from the govt - till now I have nothing.

At the time of the application I was 21 and a legal depended (pursuing full time studies)
I am currently 25, and came to Canada to pursue my MBA and will be graduating soon. My question is -

1. Should I apply for a Post Graduate Work Permit (PGWP)?
2. Will it jeopardizing my PR application?
3. Will I no longer be seen as a dependent?

Any help would be much appreciated :)

Additional info:
At the time of application to the Quebec govt. I was 21 and pursuing studies. Since then I have maintained my status as a dependent child, as I was studying full time with 100% financial support from my father.

In Jan 2014, I decided to come to Canada to pursue my MBA, and checked with my lawyer to confirm that no negative impact on my PR application. After 1.5 years, I have graduated and need to change my visa status, If I want to continue to live in Canada. Either I can renew my Student Visa, apply for a PGWP or go back to my home country (which I wouldn't prefer).

Hi raghav2511,

To be fair and honest, the moment you are approved for PGWP, you will be working, therefore cannot be considered dependent of your parent.

QIIP is a fairly long process & every visa office got different processing timelines. You first have to look at in which Visa Office (VO) your file is getting processed at. Which VO is processing your file? Btw, age-lock-in date in your category is the date on which Quebec receives a complete application for a CSQ from the principal applicant.

Now, answer to your questions:

1. You could, and if approved, you will lose your dependent status which you currently have in your father's application. You must also make sure that being a student, your jump gap from previous course to new course must not be significant (more than 3 months). So, you have to keep all these things in mind.

2. Your Dependent PR application will get jeopardized if you do not follow 'Dependent Child' conditions of your father's QIIP application (such as being full-time student and your parents' dependent)

3. As explained earlier, Yes. You will no longer be seen as dependent ... the moment you start working ... ON ANY VISA!

I was under the impression that if you are a dependent category A at the time of application, you will be 'locked in'. The only way you will be removed from the application is if you get married.

You are right. I've done some digging into it and found an Operational Bulletin.

Look at Section 5.23 on Page 18 of http://www.cic.gc.ca/ENGLISH/resources/manuals/op/op02-eng.pdf

Dependent Type A can do whatever they want to do (study or work), but must remain single. No condition of full-time student is attached.

Hope this clarifies.... and even if you still got doubts, keep your children enrolled in a govt. approved institutions... just to be on a safer side.

Thank you for your help :)

My file is being processed in NS. I contacted a few layers and they opine that although the law supports my case i.e. my age will be locked-in but practically the visa officer won't consider me as a dependent, as such they said if you want to continue with your PR application better stick with being a student.
