Hello everyone!

I am having trouble finding this information online. I was born in Quebec before 1994 and was born a Canadian citizen. I am trying to get my birth certificate updated so that I can apply for my passport. However, I have not been living in Canada and therefore have not paid taxes, which means I don't have a Notice of Assessment number. When I try to request a new copy of an act of birth, I am required to give this number. I have the other necessary information such as my original birth certificate and social security number. I am trying to create a Clicsequr account on the Quebec website, I am unable to. I was wondering if there is any way around this? This is very important, and I would appreciate any help. Thank you!!
