1. Its stated in the text of the news release, that it is not a retro-active change. meaning that any application received before Dec 5 will not be affected by the changes.

Cases where BIQ received the application, but the AoR was not issued - will also not be affected by the changes.

2. "Pre Dec 5" cases without language tests will continue to be evaluated at the interview stage by the case officer. But we are encouraged to submit language test scores to speed up the processing. ::)

This change is not retroactive, so applications received at Quebec Immigration visa offices before December 5th (or postmarked before December 5th) do not need to submit language test scores.

However, the Quebec Ministry of Immigration and Cultural Communities suggests that all candidates whose applications were received before December 5th also submit test scores to confirm their language skills in French and English; this can help the candidate and accelerate the processing of their application.

I am so confused and i need a help
i sent my file on October 27 and it was received by HK BIQ on 31
but i got no AOR till now, would they return it to me since i did not submit any French test result??

Dear all Forum Members,

As of December 1, 2011, if you are applying under the Quebec Skilled Worker Program, you must submit your application to the Centralized Intake Office (CIO) in Sydney, Nova Scotia. Once you have gathered all required forms and documents listed in the Document Checklist, send your application to:

Citizenship and Immigration
Quebec Skilled Worker Program
Centralized Intake Office
PO Box 8888
Sydney, Nova Scotia
B1P 0C9
Canada

If the CIO determines that your application is complete, it will be sent to the appropriate CIC office for processing. The processing office will contact you for further documentation once they are ready to process your application.

If your application does not include all of the documents and forms set out in the checklist, CIC will return it to you. Do not provide documents which are not listed in the checklist.

Note: Applications that were sent prior to December 1, 2011 and that are received on or after this date at the visa office will be processed by the office as long they are complete.

Hello friends

I am not able to interpret the points alloted under the new language tests. Can somebody help me in explaining them.

How many points will I score If I clear DELF A2 level (earlier they alloted 6 points)...

How many points will be alloted if I clear IELTS with a score of 8 bands

Are there any changes in the overall points required for obtaining a CSQ (49 or 55)

@Biolah, I just started the French lessons three weeks ago and I sent my application on the 5/12/2011.With the changes in language requirement, it is very important for me to take the exams and forward the result to the BIQ.Although I have more than enough points without claiming points for French and I sent IELTS TRF[which will fetch me maximum points for English], so Inshallh, I will take the exam next year.

wow, thats a big change !! wonder how this changes the whole dynamics of applying for the CSQ. and also whats the role of the BIQ henceforth...
too much of conflicting info.... ??? the BIQ site mentions the application forms are to be sent there. :-\

It states that, from dec 1 2011 onwards, all federal applications of QSW to be sent to Centralized Intake Office (CIO) in Sydney, Nova Scotia.

I agree...., it's clear guys.. You don't have to worry.. If it was meant for the QSW application, then this info would have been posted on the official Quebec Immigration website..

So one anyone gets the CSQ inshallah he/she will have to send it to sydny, novascotia as it says...

As I was checking the CIC website for this application kit for federal appl under QSW...

I found following info.. It is related to an agreement/document/declaration (Schedule 5) for the much debated issue of whether it is legal to moving out of Quebec after landing...

Schedule 5: Economic Classes – Declaration of intent to reside in Quebec
(IMM 0008-Schedule 5)

Who needs to fill out this application form?
This form must be completed by:

•You, as the principal applicant.
Question 1Write your full last name (surname/family name) as it appears on your passport or on the official documents that you will use to obtain your passport.

Write all of your given names (first, second or more) as they appear on your passport or official documents. Do not use initials.

Question 2Write your date of birth.


Note Declaration
Read the declaration carefully. Sign and date in the boxes provided. By signing, you declare that you and your family members intend to live in the province of Quebec and that you authorize the Government of Canada to share all necessary information with respect to your application for permanent residence in Canada, including the decision made on your application, with officials of the province of Quebec. If you do not sign and date, the application will be returned to you.
