It’s the ‘authorized’ bit I’m having trouble finding more information about. Does having a value job offer mean I’m officially authorized to work in Canada?

Thanks for any info!

No - having a valid job offer doesn't mean you're authorized to work in Canada. Being authorized to work in Canada means you hold a valid work permit.

In Detail, if you get PR through Express Entry program, then while landing if you have a job offer in hand (from a Canada employer), then funds are not required.
