Only via courier, not in person.
You send following items via courier (aramex)
1.PPR request letter
2. 2photos as instructed in ircc letter
3. Self addressed envelope to return your passport
4. Consent form ( for vfs , download it)
5. Biometrics enrollment post receipt
6. Bank checqe ( " vfs global private limited" . should be valid for at least 3 months)
Amount - talk to vfs.
If you did biometrics at vfs Colombo no need to give package transmission fee.
2736 per passport
636 for return courier service per passport
480 for sms allert (optional) per passport.

Me and kids got ppr for 3 of us.

You can check on Google for aramex address in vavuniya. Ask at agency post office.
If you did biometrics at Colombo vfs , don't pay package transmission fee.
Only return courier fee and if you like pay sms alert fee.
Either you can call them or you can go to the spot where they handle aramex service.
