If that's the case, is it recommended to align primary noc code with closed work permit for compliance and let STEM pick profile from work history? Pls advise

Is this for CEC or FSW? Do you have a year of Canadian experience? If not, then must be the NOC with one year of continuous work experience.

I have 1.8 years of Canadian experience with NOC 20012 (Teer 0) on closed work permit. Earlier to that (pre mid 2024) I was planning to qualify for STEM through NOC 21220 (Teer 1) via work history section details while primary code remains same as work permit to avoid conflict in eyes of IRCC. I have experience in 21220 from 2014 to 2024.(6 month min in last 3 years)

Is this approach fine?

So use current NOC with Canadian experience as primary. You are eligible for STEM draw (if there ever any) if have 6 months experience within last 3 years.
