Primary applicant inland spouse outland .... are they getting copr and ppr??

Hello all
Just wanted to know if people from India or Dubai are getting COPR? I am the primary applicant in canada and my spouse is in Dubai on visitor visa (home country India)
Did anyone recently get copr in such situation or people from UAE are getting copr???
