At first glance, yes, the list you have posted is for the spouse PR application. I had applied for spousal PR several years ago. So, I'm not fully aware of the current application package.

Do apply as an outland application (without any work permit). Also, I recommend reading through the IMM5525 and IMM 5289 guides in detail before filling the forms.

Hi I got refusal in FSW 2014. Presently Im applying again to canada immigration. I have disclosed my previous refusal in everywhere in the relevant documents. Now I would like to know whether I required to give any letter of explanation regaeding previous refusal.
