Still no response from CIC on PR renewal application....not sure how to approach as the PR card has also expired and he cannot travel to calgary. PRTD application seems to be as detailed as PR renewal and RO shortfall will impact this as well!!
Both of the applications requires details information since both of them want to verify that he meets the RO before he can be grand the card/document.

Hi All,
We saw the status changed to "Decision Made" today! Not sure whether it is positive or negative at this stage. Keeping our fingers crossed!

It has been 6 weeks since "decision made" update!! Still no correspondence or further update whether the PR card renewal is approved or rejected ? When we called CIC the call center representative said that the application is with calgary CIC and the exact decision status is not updated in the system.
Any advise on what is currently happening and probable reasons for delay after decision made is appreciated.

I must be missing something here. The topic is about a PR working abroad. I am having trouble fitting your queries into that context.

Beyond that, there are many additional details which would be important to consider in any attempt to evaluate the situation. The kind of details it would be unwise to share in an open-source venue like this forum.

There are many possibilities. One group of possibilities, but not the only one, could derive from the PR card application being handled as an H&C case.

"Decision-made" for PR card applications is not as definitive as "decision-made" for other types of applications. For example, a decision to issue a new PR card fairly commonly (not usually, but often enough to be common) does not necessarily mean the PR will actually be delivered a new PR card. Rather, sometimes, the card is, in effect (not technically, but in a practical sense), issued provisionally, subject to further processing. For example, sometimes the PR card is issued but can only be obtained by an in person pick-up, during which there could be a counter-interview or even a more extensive interview, with no guarantee the PR will actually be delivered the new PR card.

When IRCC knows or apprehends the PR is outside Canada, it is also common for IRCC, in one way or another, to condition the next step in the process on the PR actually coming to Canada, or applying for a PR Travel Document. The PR's status is typically flagged for examination as to Residency Obligation compliance, so when the PR appears at a PoE upon arrival in Canada (or when the PR makes a PR TD application), authorities will engage in the RO compliance evaluation. How it goes then will, of course, depend on the outcome of that examination.

Bottom-line, no one here can reliably claim to know precisely what the young person's PR card status is.

He is planning to complete his training by April21 and return to live in Canada.
Given the plan to return to Canada next month, and given that actually making the move to return to Canada to stay as SOON as practically feasible could be an important, if not critical factor, in how things go, there probably isn't time to obtain a lawyer's help before doing that. Since the PR card is now expired, the trip to Canada will need to be via private vehicle to a PoE on the U.S. and Canadian border. The best he can do in preparing, probably (better to go with advice of a lawyer if that is available), is to carry and present the expired PR card and be prepared to simply and HONESTLY explain being in school and how that has affected his decision about when to come to Canada to fully settle in Canada, together with explaining relationship to parents (and other family if applicable) settled and living in Canada. Even if issued a decision to terminate PR status at the border (Report plus Departure Order), he will be allowed to enter Canada, which he can proceed to do and then can file an appeal based on H&C reasons.

There are too many variables and contingencies to offer any reliable forecasts about how this will go. He might be waived through at the border. The strength of the H&C case, if Reported, will depend on things like his age, among other factors.

Or, it is possible all is well, that the PR card "decision-made" is about a positive H&C decision in itself, and he will get the new PR card without a hitch and be just about good as new.

Again, no one here can reliably tell you how this is going to turn out. In the meantime, best contingency plan is to move back to Canada next month like planned.

Just an update on my son's case:
He managed to return to calgary 2 weeks back, through the Sweet grass land border. He used original COPR and the old PR card to prove his PR status.
It took 4 hours for him to clear CBP questioning on RO shortfall / residency status. He had to fill determination form and attended multiple interviews to present his case. One additional back-up he had was a transfer letter ( to toronto branch) from his US employer. Finally after extensive grilling and hearing his case, CBP agreed not to file a report and let him in!
Now that he is physically present in canada, we will wait for the PR card renewal decision. If negative, we will file a review through an immigration lawyer.

Will keep you all posted for sure

Finally my son received the PR card (renewed) after 2 years delay!!
The delay actually likely helped your son retain his PR status since he was able to return and reestablish ties in Canada and live and assume work in Canada for a year. That would have helped prove that his return would be a net benefit to Canada given our current labour shortages. Longer processing times often benefit the applicant when it comes to immigration cases. If it doesn’t help the current application it can help for subsequent applications. Depending on how his application was processed he still needs to consider that his RO is now under a rolling total and he may not be compliant at the moment. He should not leave until he is compliant with his RO again.

He had to provide additional supporting documents on his current employment in canada and also the IT assessment for the year to prove his permanent move to Canada

The delay allowed him to do this which just confirms what I said. The fact that he was employed in a sector that requires workers also likely helped his case. For example had he been unemployed or had there been no delay his case may have had a very different outcome. Many complain about delays but for many it has actually allowed people to create ties to Canada which has likely secured their PR card renewal when otherwise they had a high chance of being denied.
