I have a landing document and a Canadian SIN from when i was young. I'm a US citizen and 22 years old. My mother and older brother are Canadian citizens and they live in Canada. I have not lived in canada but have visited them in the recent past and many other times. Am i eligible currently for a PR renewal or what's my status right now? I am currently in Canada visiting my mother and brother (came in as a family member along with my mother).

You are technically still a PR - however you don't meet the residency requirement which is problematic and which means your PR status could still end up being revoked. In order to keep your PR status and be able to renew your PR card, you will need to wait until you have lived in Canada for 2 out of the past 5 years. Then you will be able to apply to renew your PR card and will be able to make sure you can keep your PR status. Ideally you should not leave Canada and wait until you meet the 2 out of 5 years requirement, then apply to renew your PR card.

I have college admission here in Toronto and I plan on studying here for the next few years. So do I get my student visa stamped? And if I do will my PR status be lost?

As a PR, you aren’t eligible for a student visa. Nor do you need one.
If you have a student visa already, you may no longer have PR status (did someone renounce your status in the past?).

It's impossible for you to be approved for a study permit if your PR status is still valid.
