PR is going to expire outside Canada under COVID-19- Guidance required

Would request for your opinion.

We have family PR from past 5 years. From past 1.5 years we were staying in Mississauga. Just in February 20, we came back due to family urgency.
Now due to COVID-19, we are stuck in India. We have validity of PR till July end 2020.

We can't complete 2 years stay out of 5 years in Canada for renewal of PR as we are presently in India.

Please suggest, how can we go back?

Also please confirm, can we go back Toronto after July of expired PR, if international airlines will start late.

To whom I should approach in India to get the right legal opinion.

IRCC has not announced any exceptions to the residency requirement due to COVID-19.

You want to make sure you return to Canada before your PR cards expire at the end of July.

If you cannot fly before the end of July, then you will have two options. The first is to try to apply for PR Travel Documents. However if you don't meet the residency requirement, the PR Travel Documents will most likely be refused. The other option is to fly to the U.S. and then try to re-enter Canada through a U.S./ Canada land border using a private vehicle.

As PRs you are always entitled to enter Canada given only PR cards expire PR status never expires and can only be renounced or revoked.

The challenge with the US route at the moment apart from needing a visa may be the fact the US keeps adding/removing travel restrictions. Do not think India is listed there yet but transiting a restricted country is not clearly stated.
