PR inland got returned. Can i reapply online?

Hi everyone! My pr application for inland spousal sponsorship family class just got returned because there are some missing documents. I applied on sep 2020. I just wonder if i could reapply through cic new PR portal ( online )using the same documents?
Any informations would be appreciated and thank you very much.

1. Yes, as your first app. was returned without processing so CIC doesn't consider that you have an application.
