PR confirmation

Hi,
I have received my CoPR but has been unable to land because of travel restrictions. I am currently in Canada and ive read about the PR confirmation portal. I'm unable to sign up for the portal after checking the IRCC website. Can anyone help?

The CoPR is your landing paper and you need to apply for the Pr card. And you can't sign up for the portal The IRCC issues the portal to those who recently got approved and will get their CoPR online and their card will be automatically mailed people who get the portal don't need to apply for the card.
