Yes, It had made a difference for many applicants. I suggest anybody who has crossed 90 days mark should call IRCC.

nothing to worry about if your primary VO is Etobicoke then your secondary VO is probably Montreal at least this was the case with me and then later on my ECOPR was issued by Montreal office.

Primary VO: Kitchener
Secondary VO: Montreal
Portal Issuance: Etobicoke
Which VO would actually work on my case? How long would it take, any idea?

Note that IRCC uses the UTC time zone for issuing all documents, not EST. If you submit your application after 7 PM EST today, your confirmation of submission will be generated with tomorrow’s date. I suggest having all your documents ready and waiting until 5:30 PM today. If you do not receive your eCOPR by then, submit your BOWP before 6 PM to be safe.

I received Portal 1 on February 4 and replied the same day, but I received the email again today, and it states that I haven't responded to the initial communication. Does anyone know what happened?
