Short-story time
Here's a peek into how IRCC and/or the government deal with our applications.
My wife and dad were visiting me for the first time (dad on a visitor visa, wife on SOWP). I was also returning with them and had a valid work permit and visa. We had to wait in line for 5 hours because no visa officer was available to examine/interview everyone (there were over 50 people in the line). After a long wait, we were taken from the queue to another section of the airport and told to sit down for another hour. Then, at random, an office staff member (who obviously wasn't an immigration officer) took everyone's landing documents and passports, sat down in front of his computer, printed everyone's work/study permits, and handed them out like movie tickets. No document verifications, no checks, no questions, nothing.
Given the substantial backlog, I cannot imagine IRCC handling our applications in a more structured and streamlined manner. I'm sure many of you have had or haven't had a similar experience; perhaps my experience is influencing how I perceive things right now, but I'm sure the actual situation isn't too far off. No wonder January P2 applicants received their eCoPRs while others are still waiting.

That's matching exactly with my P1 & P2 dates, but your AOR is a bit older than mine i.e. Aug 20. Cheers!!
IRCC seems to be in a mess these days. After my P2, they asked my outland dependent to send their passport within 30 days. Once the passport arrived in Ottawa, we received an email stating that the principal applicant (PA) has not yet landed in Canada (I did not receive ecopr), and they are unable to print the COPR and visa for the dependent until the PA's status is confirmed. They also asked us to inform them once the PA is confirmed so they can proceed with the COPR issuance.
Why don’t they coordinate things properly? It’s such a waste of time for everyone involved.
I believe they are issuing ecoprs based on ITA or AOR date. I saw a fb post where a guy with Jan 30 P2 getting his Ecopr. But, he got his ITA and AOR back in April/May
