No, they do not issue copr at border.

I just called IRCC office this morning, they said my copr will be issued by Montreal office . and just asked to wait

They said upto 3 months but they did mention that if we have an urgency then we can call them back and mention that reason along with some proof (however i am not sure if that will speed up the process).
