PR confirmation portal timelines

Are you a PNP whose status may be delayed as IRCC may be doing final verification with your Province regarding whether or not the Province agrees to give you PR?

I got my Portal1 on Jun 3 still waiting for Portal2 (VO Montreal), so is this a reason ? is there any timeline for this ?

I checked Application tracker tool it is showing BG is completed but Eligibility is Not Started.
