Just some random thought. For those waiting for eCOPR for 45days+, is there by any chance that you went outside the country within the past few months? I'm really curious how the "virtual landing queue" works. Because as of now, nothing seems to be making sense. They can't ask us to keep waiting when we see people with later Portal 2 getting their eCOPR faster. Also, I can't understand how it's taking this long when their only task now is to validate that you are within Canada (which can really easily be automated).

In my case, no, I didn’t went outside the country. I really don’t understand as well, it’s just an eCoPR why would they take months just to send it. How can the PR card processing time move without it? What about those who wants to travel and already have their tickets? Ugh it’s so frustrating and it’s really hard feeling anxious everyday bc of this
 
If they need to verify we are physically in Canada why not have us report to a Service Canada office with our passport. Gotta be easier than whatever method they are using. If they actually need to verify our presence beyond the declaration that is.
Years ago, they were asked to go to an office for an interview and hand them the eCoPR right after they verify their presence. Idk what happened now

I feel like I prefer this. At least it's within my control on when I can get my eCOPR. They didn't make things faster or easier.

I don't think it has anything to do with verifying presence in Canada. They just accept the declaration.

eCOPR issuance used to be quick in the summer, everyone got it in two weeks max, most within days. The reason for the slowdown is probably as they say: there's a high volume of files at the moment. They probably have thousands of eCOPRs to issue and they can only handle so much a day. Probably a lot of applications reach the approval stage at the same time towards the end of the year.

As for how the queue works and why some seemingly skip ahead, I have no idea.

Yea I noticed that as well. It used to be quick even for Montreal. But it's just weird that it's just happening in Montreal and Etibicoke (sort of). I know someone who had P1 and P2 in 1 day then got eCOPR the following day. They seem to not track. It's just sad and frustrating especially if they "seem" to be skipping queues.

The eCOPR is not in its final form. An officer still has to take the info we sent as portal 1 reply, put it on the eCOPR and add a signature. It could be automated, but then they should get that info in some other way, not from an email reply. If they just made it part of the portal, they could easily automate it. Then you just enter the info in the portal and submit it together with the in-Canada declaration and would get the eCOPR autogenerated immediately. But they might not be able to do that due to a legal reason too.

They have easy access to this with CBSA, it’s all in the system…really don’t get it why one person needs to go in and accept the declaration that you are in Canada
 
Here's my theory;

PR Card processing times have been up like crazy. Especially in the Montreal office in the past month/2months. Would they just put issuing eCOPRs on hold so they can try to bring down the processing times of the PR Cards? Because when i am reading the recent PR Card timelines it seems that a lot of people with an October eCOPR have already had the 2 GU's on their card processing so it seems like they are trying to play 'catch up' on PR card processing? I mean i don't know but it would make sense in a way? As eCOPR issuance doesn't contribute to normal processing time anymore but there is a seperate 'processing time calculator' for PR cards

When I linked the cards the status was that they were reviewing it as of Oct 6th. I didn’t check everyday.

I really, really hope everyone that has been waiting for over 2 months can get it soon. It just doesn’t make sense this whole circus they put us up to.
