and flagpoling is only available in these particular places given in the website (https://www.cbsa-asfc.gc.ca/travel-voyage/settle-setablir-eng.html) it seems.

Does it matter we have submitted our digital photo and address on the portal already

It shouldn't matter. They would be able to access our photo and declaration online.

For work permits, when they issue work permit at the border, they will end the online processing part.

Someone told me IRCC may not be going to approve eCopr until Oct 28th due to Ukraine refugee.

One guy in pr applicants group called IRCC and an agent said like that. Believe or not is up to you. But it's pretty reliable because everyone is not getting eCopr now.
