i am still waiting for portal 2 email since 28 july 2023..... many calls , many emails , webform, but nill by nill response

Can any one guide me... I am very upset...
I got portal 1 email on 27th July and reply on 28th July but still waiting for my portal 2 email or portal creation...
i called many times, sent email as well numerous and sent webform as well twice but no response.... now almost 60 days gone after portal 1 email...!!!!
my family outside of canada and they got back their passport after visa stamping and just waiting for my landing to travel... education of my kids damaging badly... if their is delay so why they sent portal 1 email??? just to tease me.... Please guide me..........................
