I’m in the same situation as you—been waiting for my eCOPR for 11 weeks after submitting my photograph and mailing address. I’ll be reaching 90 days on February 22nd.
I wanted to ask—did you upload a new photograph on the PR Portal, or did you modify the existing one and re-upload it? Could altering the existing photograph be a possible reason for the delay?
I’d really appreciate any insights you can share. Thanks in advance!

Congratulations!! It looks like IRCC is taking the full 90 days to issue the eCOPR. This is the second case I’ve come across where a candidate received their eCOPR exactly on the 90th day!
